14 November 2022 - JOINT STATEMENT BETWEEN THE KINGDOM OF CAMBODIA AND BRUNEI DARUSSALAM ON THE OCCASION OF STATE VISIT OF HIS MAJESTY SULTAN HAJI HASSANAL BOLKIAH MU'IZZADDIN WADDAULAH, SULTAN AND YANG DI-PERTUAN OF BRUNEI DARUSSALAM TO CAMBODIA

JOINT STATEMENT 
Between the Kingdom of Cambodia and Brunei Darussalam on the Occasion of the State Visit of  
His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah,  
Sultan and Yang Di-Pertuan of Brunei Darussalam to the Kingdom of Cambodia 
November 14, 2022 
 
1. At the invitation of His Majesty Preah Bat Samdech Preah Boromneath NORODOM SIHAMONI, King of Cambodia, His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, Sultan and Yang Di-Pertuan of Brunei Darussalam, made a State Visit to the Kingdom of Cambodia on 14 November 2022. The State Visit is a milestone event as the two countries celebrate the 30th Anniversary of the Establishment of Diplomatic Relations this year.  
 
2. During the visit, His Majesty the Sultan was accorded a ceremonial Guard of Honour. His Majesty the Sultan laid wreaths and paid respects at the Independence Monument and at the Royal Memorial of His Majesty Preah Bat Samdech Preah NORODOM SIHANOUK “Preah Borom Ratanak Kaudh”, the Late King-Father of Cambodia. 
 
3. His Majesty the Sultan had a meeting with His Majesty Preah Bat Samdech Preah Boromneath NORODOM SIHAMONI, King of Cambodia, who hosted a state luncheon in his honour. 
  
4. His Majesty the Sultan also had a bilateral meeting with Samdech Akka Moha Sena Padei Techo HUN SEN, Prime Minister of the Kingdom of Cambodia. The meeting was held in a warm and cordial atmosphere, during which both sides had fruitful discussions on a wide range of bilateral cooperation and exchanged views on regional and international issues of common interest and concerns.  
 
5. The two leaders expressed their satisfaction with the close relationship, strong bonds of friendship and mutually beneficial cooperation between Cambodia and Brunei Darussalam over the past three decades. Both sides also expressed their strong commitment to reinforce the ties of friendship and enhance bilateral cooperation in areas such as, defense and security, trade and investment, energy, education and human resource development, culture, tourism, ICT and public health. Samdech Techo Prime Minister expressed his high appreciation for Brunei Darussalam’s contribution to Cambodia’s human resource development aimed at narrowing development gaps in ASEAN. 
 
6. Both sides emphasized the importance of promoting regular interactions between the two countries’ high-level officials from their respective ministries and institutions in order to boost cooperation in many areas.  
 
7. The two leaders agreed to further consolidate defense and security cooperation through exchanges of information on terrorism and transnational crimes and senior level defense personnels, capacity building projects and possible signing of Memorandum of Understanding on Defense Cooperation. 
  
8. Both leaders were determined to bolster two-way trade and investment by encouraging the private sectors to explore more business opportunities in various potential areas and ensuring the effective implementation of the Agreement on the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes on Income.  
 
9. Both sides agreed to exchange experiences and best practices on industrial modernization in line with the Industrial Revolution 4.0. The Cambodian side encouraged direct investment from Brunei Darussalam to jointly develop agroprocessing and knowledge-based industries. 
 
10. Both leaders agreed to expand cooperation in the emerging areas such as Information and Communication Technology and green and digital economy. 
 
11. The two leaders agreed to promote closer people-to-people contact through the enhancement of education and human resource development, tourism and cultural cooperation as well as air and maritime connectivity between the two countries. They also acknowledged the importance of cooperation in the field of information and broadcasting to promote greater understanding between the two countries.  
 
12. The two leaders welcomed the signing of the Memorandum of Understanding on Youth Cooperation and the Memorandum of Understanding on Culture and Fine Arts Cooperation on 11 August 2021, via video conference, and agreed to effectively implement the signed documents. 
 
13. On regional and international cooperation, both leaders also exchanged views on issues of common interest and concerns. His Majesty the Sultan congratulated Samdech Techo Prime Minister on Cambodia’s successful Chairmanship of ASEAN in 2022 under the theme “ASEAN A.C.T.: Addressing Challenges Together” as well as the hosting of the 40th and 41st ASEAN Summits and Related Summits held on 1013 November 2022 in Phnom Penh. Both Leaders emphasised the importance of ASEAN Centrality and unity to address common challenges and advance ASEAN’s community-building efforts. 
 
14. His Majesty the Sultan and Samdech Techo Prime Minister welcomed and witnessed the signing of the Memorandum of Understanding between the Government of the Kingdom of Cambodia and the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam on Bilateral Consultations, which would establish a framework for deepening bilateral relations and broadening cooperation between the two countries. 
 
15. His Majesty the Sultan expressed appreciation to His Majesty Preah Bat Samdech Preah Boromneath NORODOM SIHAMONI, King of Cambodia, Samdech Techo Prime Minister and the people of Cambodia for the warm welcome and cordial hospitality accorded to His Majesty the Sultan and the delegation.
