Brunei Citizen Service


Passport Renewal

Brunei citizens residing in the Philippines who need to renew or have lost their passports are encouraged to submit their application to the Embassy personally by completing following requirements:

  • Explanatory letter detailing reasons for renewing or replacement of passport, addressed to the Director of Immigration and National Registration, Brunei Darussalam.
  • Duly completed application form. For application form click here.
  • Two copies of Police report (for lost passport)
  • Two copies of the current passport;
  • Four passport sized photos (with Blue Background)
  • Two copies of Birth Certificate
  • Two copies of Brunei Identity Card
  • Two copies of Brunei Residence Permit (for Certificate of Identity document holder)
  • Two copies of visa staying in the Philippines
  • Letter of certification from present school/college/university (if studying) or employer (if working);


Emergency Certificate (Sijil Darurat)

In cases where Brunei citizens lost their passports (excluding Certificate of Identity) while visiting the Philippines, Emergency Ceritificate (Sijil Darurat) can be apply through the Embassy. This certificate is a ONE-WAY travel document to be used for return travel to Brunei Darussalam.

An application form for registration can be requested from the High Commission and should be submitted complete with the following documents:

  • Explanatory letter on the reasons for an emergency certificate, addressed to the Director of Immigration and National Registration, Brunei Darussalam.
  • Duly completed application form. For application form click here.
  • Two (2) copies of lost Passport (if applicable);
  • Two (2) copies of Police Report (for lost passports);
  • Two (2) copies of Brunei Identity Card ;
  • Two (2) copies of applicants Birth Certificate (both sides);
  • For Brunei National residing in the Philippines, letter of certification from present school/college/university (if studying) or employer (if working);
  • Two (2) passport-size photos;
  • Two (2) copies of ticket returning to Brunei Darussalam;

Bruneian nationals who gave birth in the Philippines and wish to return to Brunei Darussalam immediately could also apply for this document. In this case, the application form and documents listed above should also be submitted with the additional documents, such as:

  • Two (2) copies of parents' Marriage Certificate;
  • Two (2) copies of parents' Birth Certificates (both sides);
  • Two (2) copies of parents' Identification Certificates;
  • Two (2) copies of parents' Passports;

Note:

Parents should also apply for Emigration Clearance Certificate (ECC) for the new born baby 72 hours before returning to Brunei Darussalam. Please refer to this link for more information. (http://www.immigration.gov.ph/faqs/emigration-clearance-certificate-ecc)

Birth Registration

A child born in the Philippine whose father is a citizen of Brunei Darussalam should be reported to the Embassy within a period of six months after the date of birth.

An application form for birth and Brunei citizenship registration can be requested from the High Commission and should be returned complete with the following documents:

  • An explanatory letter from the father addressed to the Department of Immigration and National Registration, Brunei Darussalam stating reason(s) for being in the Philippines (including supporting documents, if any).
  • Duly completed application form. For application form click Borang A1 and Borang D.
  • Two (2) copies of applicant's birth certificate;
  • Two (2) copies of parents' marriage certificate;
  • Two (2) copies of parents' birth certificate;
  • Two (2) copies of grandparents' birth certificate;
  • Two (2) copies parents' Identification Card;
  • Two (2) copies of parents' passport.
