REGISTRATION OF BRUNEI CITIZENS

Brunei citizens travelling to Hong Kong or Macau for holiday or employment are advised to register with the Consulate. Registration can be done via email to hongkong.china@mfa.gov.bn or through the following link. 



TRAVELLING TO BRUNEI DARUSSALAM 

Foreign nationals who wish to enter Brunei Darussalam should have a valid passport or travel document, as well as onward tickets and sufficient funds to support themselves while in the country.

Visa Arrangements 

Visa arrangements and requirements may vary by nationality.  Hong Kong and Macau passport holders do not require visa to enter Brunei Darussalam for stay of up to 14 days.

Visa fees are as follows: 

Single entry HKD 150

​Visa application: Monday to Friday (9.30 am to 12.00 noon) 
Visa collection  : Monday to Friday (2.00 pm to 3.00 pm) 
Visa processing time : 3 working days

TRAVEL DOCUMENTS 

Passport Renewal

Requirements for renewal of passport are as follows:
  • Explanatory letter detailing reasons for renewing, addressed to the Director of Immigration and National Registration Department, Brunei Darussalam. Applicants should also include full contact details.
  • Completed passport renewal form (Download form here
  • Two (2) copies of Brunei passport
  • Two (2) copies of Brunei Identity Card (both sides)
  • Letter of certification from present school/college/university (if studying) or employer (if working) [For those residing in Hong Kong or Macau]
  • Four (4) recent passport-sized photos
  • Payment fee of BND 60 (Payable in HKD based on the Brunei Government prevailing exchange rate)

Lost Passport

Bruneian citizens who have lost their passport while visiting Hong Kong or Macau are advised to inform the Consulate as soon as possible.

Emergency Certificate (Sijil Darurat)

This type of travel document is only issued to Brunei citizens abroad facing the following situations: 
(a) Lost or damaged passport while abroad; and need to return to Brunei Darussalam in the shortest time; or  
(b) New born baby born abroad whose father is a Bruneian citizen; and to bring the baby back to Brunei Darussalam. 

The validity of the certificate is a one-way trip to Brunei Darussalam within six (6) months from the date of issue. 

(a) The requirements to apply for an Emergency Certificate (Sijil Darurat) for lost passports are as follows: 
  • An explanatory letter explaining details of how and when the passport was lost
  • One (1) complete emergency certificate form (Download form here
  • Two (2) copies of police report
  • Two (2) copies of Brunei Identity Card (both sides)
  • Letter of certification from present school/college/university (if studying) or employer (if working) [For those residing in Hong Kong or Macau]
  • Four (4) recent passport-sized photos
  • Flight itinerary 
  • Payment fee of BND 20 (Payable in HKD based on the Brunei Government prevailing exchange rate)
(b) The requirements to apply for an Emergency Certificate (Sijil Darurat) for a child of a Bruneian citizen born in a foreign country are as follows:
  • An explanatory letter from the father explaining details of the application
  • One (1) complete emergency certificate form (Download form here)
  • Two (2) copies of child’s birth certificate
  • Two (2) copies of citizenship certificate
  • Two (2) copies of parents’ identity cards
  • Two (2) copies of parents’ birth certificates
  • Two (2) copies of parents’ marriage certificate
  • Two (2) copies of parents’ travel documents
  • Two (2) copies of child’s latest passport-sized photos
  • Payment fee of BND 20 (Payable in HKD based on the Brunei Government prevailing exchange rate)

Registration of Birth

A child born in Hong Kong or Macau whose father is a citizen of Brunei Darussalam should be reported to the Consulate within a period of six (6) months after the date of birth.

Application form for registration can be requested from the Consulate (Email: hongkong.china@mfa.gov.bn) and should be returned complete with the following documents:
  • An explanatory letter from the father addressed to the Department of Immigration and National Registration, Brunei Darussalam stating reason(s) for being in Hong Kong or Macau (including supporting documents, if any).
  • Two (2) copies of child’s latest passport-sized photos
  • Two (2) copies of applicant's birth certificate
  • Two (2) copies of parents' marriage certificate
  • Two (2) copies of parents' birth certificate
  • Two (2) copies parents' identification card
  • Two (2) copies of parents' passport
Note: All original documents are to be presented at the Consulate for verification. All copies of the required documents should be translated into English or Malay.


Request for Certificate of Good Conduct

The requirements for a certificate of good conduct are as follows: 
  • An explanatory letter explaining the reason for requesting the certificate with background of the applicant's previous stay in Brunei Darussalam 
  • Supporting documents as proof of residency in Brunei Darussalam (i.e. Letter of appointment / Brunei Identity Card / full address of residence while in Brunei Darussalam / employer and employer’s address in Brunei Darussalam) 
  • Two (2) copies of all pages of applicant’s current and previous passport
  • Two (2) copies of identity card (both sides)
  • Current correspondence address including email address and contact number
  • Payment fee of BND 50 (Payable in HKD based on the Brunei Government prevailing exchange rate)

Request for a Copy of Birth Certificate for a Person born in Brunei Darussalam 

The requirements for a copy of birth certificate for a person born in Brunei Darussalam are as follows: 
  • An explanatory letter for the request 
  • Complete ‘Application for a Copy of Birth Certificate form’ (Download form here)
  • 2 copies of the birth certificate
  • 2 copies of passport 
  • 2 copies of identity card (both sides) 
  • A copy of Police Report (for lost Birth Certificate) 
  • Payment fee of BND 5  (Payable in HKD based on the Brunei Government prevailing exchange rate)
