THE GENERAL DEBATE OF THE 60th SESSION OF THE UNITED NATIONS GENERAL ASSEMBLY 

17 September 2005, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam delivered a Statement at the General Debate of the 60th Session of the United Nations General Assembly in New York. Accompanying His Majesty was His Royal Highness Prince Mohamed Bolkiah, Minister of Foreign Affairs and Trade. His Majesty stressed the country’s continuous strong support for the United Nations. Among other matters emphasized by His Majesty was the threat of terrorism to mankind and the needs for the United Nations to undergo reformation. 

His Majesty said the world was now focused on the issue of global terrorism, an issue that was more than just the subject of personal grief and national condemnation.  It was a threat to world order and, in order to deal with it, a new, revitalized United Nations was needed to strengthen the world order.  The best way to do that was for every nation to attain the Millennium Development Goals. 

Referring to the world divide over issues like nuclear development, arms proliferation, globalization and the environment, His Majesty said that the United Nations, by acting in concert, was the only institution that could address the divisions.  Regarding the question of international terrorism, every possible bilateral and multilateral effort was needed in order to achieve a consensus at the United Nations as to what constituted terrorism. 

Turning to the issue of specific United Nations reforms, His majesty said that much of the Organization required restructuring all the way up through the Security Council.  Since the world had changed so much in the last 60 years, the United Nations changed with it.  A new world consensus was being sought.
